Yes. Argentine passport holders are not visa-free for India, but they are on the Indian e-Visa list. The standard path is the online e-Visa application through the Indian government portal in one of the popular Tourist tiers (30-day double-entry, 1-year multi-entry or 5-year multi-entry), approved by email within roughly three to five working days. Visiting the embassy in person is only necessary for visa categories outside the e-Visa scope.
The Embassy of India in Buenos Aires is the single Indian mission accredited to Uruguay, so any sticker-visa or longer-stay route from Uruguay is processed through this post. The standard short tourist trip is filed online through the e-Visa portal regardless of the applicant's country of residence. Yes. OCI applications from applicants resident in Argentina and Uruguay are processed through the Embassy. The eligibility is the standard Indian-origin route — a parent, grandparent or great-grandparent who was an Indian citizen at or after 26 January 1950, with the documentary chain established through birth and passport records. Once granted, OCI is a lifetime visa that removes the per-trip e-Visa exercise.
